California Implements Welfare Reform:
A Study Guide for Congregations
(PDF)*

A comprehensive interfaith study resource for congregations who want to learn more about welfare reform.

The California Council of Churches' Welfare Reform Initiative began in 1997 in the aftermath of 1996 federal welfare reform bill which marked a sea change in the way our nation meets the needs of low income families and children. The initiative has three basic goals:

  • Provide study resources to local congregations on the contours and implications of welfare reform policy from a faith-based perspective;
  • Connect religious leaders in key counties throughout California with county-level welfare reform implementation processes; and
  • Encourage local congregations to consider increasing their direct-service capacity to meet the needs of recipient families who must now transition from welfare to work. Such services include safety net programs (emergency food, shelter, and clothing), child care, and mentoring programs.
